The position requires a professional person who will provide legal expertise for policy and regulatory development, working closely with Government, Private Sector, Development Partners
and civil society stakeholders. The incumbent is a key person in the process of the Regulatory Impact Assessment (RIA), which evaluates economic, social, and environmental effects of business
regulations in line the objectives of the Zimbabwe Industrial Reconstruction Growth Plan (ZIRGP), and National Development Strategy 1 (NDS1).
Key Responsibilities:
- Provide legal analysis and advice on business regulations, policies, and laws to ensure consistency with national productivity and competitiveness principles.
- Assess legal frameworks for economic, social, and environmental impacts to enhance competitiveness.
- Offer expert legal opinions on regulatory changes and their implications for Zimbabwe’s business environment, including policy interventions and recommendations.
- Conduct and implement Regulatory Impact Assessments (RIAs) to evaluate the effects of business regulations on businesses, consumers, and the overall economy.
- Collaborate with Government, Private Sector, Development Partners and civil society to gather input and feedback on regulatory impacts for balanced assessments.
- Support the development of policies and regulations that foster competitiveness, innovation, and economic growth.
- Monitor RIA international best practices and compliance with regional and global regulatory frameworks.
- Develop and maintain a database on business regulations affecting national productivity and competitiveness.
- Draft legal reports, position papers, and regulatory guidelines for stakeholders
Qualifications, Experience, and Attributes
- Bachelor’s degree in law (L.L.B) or related field from a reputable University.
- Be a Registered member with The Law Society of Zimbabwe.
- A Certificate in legislative drafting is a distinct advantage.
- At least 2-3 years of experience in a legal or regulatory role, preferably in a Government Agency, private sector organization, or civil society group.
- Experience in RIA methodologies and cost-benefit analysis is a plus.
- Experience in policy development, analysis and/ implementation.
- Strong understanding of legislation, rulemaking processes, and regulatory compliance.
- Excellent legal writing, analytical, and communication and interpersonal skills.
- Ability to work independently and collaboratively in multidisciplinary teams.
- Knowledge of Zimbabwe’s regulatory frameworks
